According to reports, the Japanese man made this indecent act while visiting the Great Wall in January this year and asked another woman accompanying him to take a photo of him. The two were detained on the spot and subsequently deported. They have now returned to Japan. The Japanese Embassy in China stated that according to the two individuals, they "had no intention of insulting, it was just a joke".

Article 44 of the Law on Public Security Administration Punishments stipulates that those who molest others or intentionally expose their bodies in public places, with serious circumstances, shall be detained for not less than five days but not more than ten days. According to Article 26 of the Law on Public Security Administration Punishments, those who engage in activities such as seeking stimulation, venting emotions, showing off their strength, causing trouble, disrupting public order, and provoking trouble shall be detained for 5-10 days and may be fined up to 500 yuan; Those with serious circumstances shall be detained for 10-15 days and may be fined up to 1000 yuan. The men and women involved, in order to seek stimulation, openly took off their pants and exposed their buttocks on the Great Wall, or were classified as provoking trouble, and were therefore detained for 14 days.
